Banks Are Testing Quantum-Resistant Crypto Wallets — Is Finance Preparing for the Next Big Threat?

For years, quantum computing has been treated as a distant problem for the crypto industry. That may be changing.

Banks and regulators from Europe, the Middle East and Asia are now participating in a cross-regional pilot designed to test whether digital asset wallets and on-chain transfers can be protected against future quantum attacks.

The project, announced on August 24 by the Responsible Fintech Institute and digital-asset infrastructure provider Safeheron, is being tested on a quantum-resistant NEAR testnet. Bison Bank and DK Bank are testing wallet creation and transfers, while Abu Dhabi Global Market, Bhutan’s Gelephu Financial Services Office and the Malta Financial Services Authority are participating as regulatory observers.

This is not evidence that quantum computers can currently break Bitcoin, NEAR or the participating banks. Instead, it is a preparedness exercise aimed at testing the technology before sufficiently powerful quantum computers become available.

How Would a Quantum-Resistant Wallet Work?

To understand the idea, it helps to start with how a normal crypto wallet works.

A crypto wallet relies on cryptographic keys to prove ownership. When a user wants to move funds, the transaction is digitally signed with a private key. The blockchain then verifies that signature before accepting the transaction.

The concern is that sufficiently powerful quantum computers could eventually threaten some of the public-key cryptography used by today’s financial infrastructure.

That is where post-quantum cryptography comes in.

The pilot combines two technologies: ML-DSA-65, a post-quantum digital signature standard included in NIST’s FIPS 204, and multi-party computation (MPC).

ML-DSA is designed to provide digital signatures that can withstand attacks from future quantum computers. MPC addresses a different problem: it allows multiple parties to participate in signing a transaction without reconstructing the complete private key in one location.

Think of it as replacing one master key with a system that requires multiple pieces to authorize an action.

The Wallet Creation Stage

The first step is creating the wallet using the post-quantum cryptographic system.

Instead of depending solely on conventional cryptography, the pilot uses a wallet architecture that supports ML-DSA-65. The participating institutions can therefore test how post-quantum signatures behave in an actual digital-asset workflow rather than simply testing the algorithm in isolation.

The pilot also uses a tentative 2-of-2 MPC structure. In simple terms, the signing authority is distributed between two participants, meaning both are required to cooperate for a transaction to be signed.

What Happens When a Transaction Is Sent?

Suppose a participating bank wants to transfer digital assets.

The transaction is first created in the normal way. The difference comes when authorization is required.

The MPC system allows the participating parties to contribute their respective key shares to the signing process. The complete private key does not have to be reconstructed in one place.

The transaction can then receive an ML-DSA-65 signature, which is designed to resist the types of attacks that sufficiently powerful quantum computers could eventually launch against conventional public-key systems.

The blockchain verifies the signature and, if everything checks out, processes the transfer.

This means the pilot is testing more than a new wallet. It is testing an entire institutional transaction process built around post-quantum security.

Why Are Banks Testing This Now?

The threat is not necessarily immediate, but changing cryptographic infrastructure takes time.

Banks, exchanges and blockchain networks cannot realistically wait until a powerful quantum computer is operational before beginning their migration. They would need to identify vulnerable systems, develop replacements, test them, satisfy regulators and eventually move assets and users to new infrastructure.

That is why the current pilot matters.

The Responsible Fintech Institute and Safeheron are effectively testing the plumbing before the house needs it.

The project also has a broader regulatory dimension. Regulators are not simply watching whether the cryptography works. They are expected to examine issues around governance, operational resilience and cross-border interoperability.

The organizers plan to publish a white paper covering the research, protocol design and testing results. Safeheron also intends to eventually open-source the underlying technology, allowing independent researchers and security specialists to examine it.

What Does this Mean for Investors?

For investors, the most important point is that this is not yet a commercial quantum-safe financial network.

The wallets and transfers are being tested on a NEAR testnet. The pilot therefore should not be interpreted as banks adopting NEAR as their production settlement network.

But it does provide an early look at how financial institutions could prepare for a major technological shift.

If post-quantum systems prove reliable, the technology could eventually influence crypto custody, exchanges, banking infrastructure and blockchain networks. Companies providing secure custody, cryptographic infrastructure and key-management systems could become increasingly important as financial institutions begin preparing for the transition.

There is also a lesson for crypto investors.

Quantum resistance may eventually become another feature investors consider when evaluating blockchain networks. Just as users today think about scalability, security and decentralization, they may increasingly ask whether a network can upgrade its cryptography when existing standards become vulnerable.

For now, however, investors should focus on what comes next rather than treating the pilot as a finished product.

The key milestones are the results of the NEAR testnet trials, the planned white paper, the eventual release of the underlying code and whether other banks and regulators begin conducting similar experiments.

The real opportunity may not be the arrival of quantum computers. It could be the financial infrastructure built in advance to make sure those computers do not arrive before the industry is ready.
